Theme changes when going to .txt file in svn browser

When you go to a url such as http://projects.serverzen.com/pm/p/cluemapper/browser/ClueMapper/trunk/HISTORY.txt the theme changes from the selected theme to the default Trac theme.

Rocky says this is because Deliverance is stupid and thinks when it sees a URL with a .txt extension then it doesn't have to theme the page.

This should be fixed so that the theme is consistently displayed throughout the site.

Also happens when going to a .png or .gif or other file type that is not text/html.
